Briefing note for HDP actors in Uvira, Fizi, and Kalehe (March 2025)

This briefing paper provides an overview of the literature on conflicts in the Upper and Middle Plateaus of Uvira, Fizi and Kalehe. The paper is structured around the four dimensions of conflict analysis, namely profile, causes, actors and dynamics. Particular attention will be paid to current trends and dynamics in these conflicts in relation to the M23 rebellion.
